The Dow Jones industrial average was the only major U.S. index to rise, and it closed at a new record high, up 0.2 percent at 19,796.43. The S&P 500 index slipped 0.11 percent, to close at 2,256.96 while the Nasdaq composite finished down 0.59 percent at 5,412.54.

The Fed is largely expected to raise interest rates for the first time in a year, with the market pricing in a 95.4 percent probability according to CME Group's FedWatch Tool. But investors are focused as well on the economic outlook tone of the post-meeting press conference on Wednesday.

Asian markets opened in negative territory on Tuesday, following a softer session over at Wall Street as investors await a widely expected Federal Reserve rate hike this week and monitor regional political developments.

The Nikkei 225 opened down 0.46 percent as the stronger yen weighed on the benchmark index.
